On Monday, October 19th, a vote is taking place in your community on several referendum questions.
We invite you to review the below information on the different questions.
Q0. Separation
Option 1: Should Alberta remain a province of Canada,
OR
Option 2: The Government of Alberta should commence the legal process required under the Canadian Constitution to hold a binding provincial referendum on whether or not Alberta should separate from Canada?
❌ Recommendation: Option 1.
(Remain in Canada, reject separatism)
This is a question is solely proposed by Premier Danielle Smith and the United Conservative Party.
This question presents this as part of a two-stage vote: first, to gain consent to run another referendum on separation and secondly, to buy Premier Smith time as her political party navigates the legal, consultative and internal debates that are afflicting the separatism movement. It will be presented as a box to check between two options, Option 1 (remain in Canada) or Option 2 (proceed to a separatist referendum).
This question tears at the fabric of Canada and is uniquely offensive to fair minded Canadians. The only answer is to reject it: and vote Option 1 (remain).
Q1. Decreasing immigration and increasing red tape.
Do you support the Government of Alberta taking increased control over immigration for the purposes of decreasing immigration to more sustainable levels, prioritizing economic migration and giving Albertans first priority on new employment opportunities?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. Immigration in the last two years has considerably decreased: and, for the first time, Canada’s population actually shrunk since the beginning of Confederation. There are now hundreds of thousands less immigrants being granted permanent residency, temporary residency or student visas.
This question is out of date and will only create more red tape for our economy as the Government of Alberta would proceed with creating a whole new layer of bureaucracy to manage immigration. Vote no.

Q2. Banning healthcare, education and social services for immigrants.
Do you support the Government of Alberta introducing a law mandating that only Canadian citizens, permanent residents and individuals with an Alberta-approved immigration status will be eligible for provincially-funded programs, such as health care, education and other social services?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. This question would bar immigrants without approval from the Government of Alberta from having healthcare, education or other social services. This will punish refugees, newcomers to Canada and delay learning for students already delayed in their education.
This policy will benefit no one, increase costs of administrating programs and be a costly barrier for all Albertans. Clearly, vote no.

Q3. Banning refugees and immigrants from social supports.
Assuming that all Canadian citizens and permanent residents continue to qualify for social support programs as they do now, do you support the Government of Alberta introducing a law requiring all individuals with a non-permanent legal immigration status to reside in Alberta for at least 12 months before qualifying for any provincially-funded social support programs?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party.
There is already minimum residencies for accessing programs, such as a commitment to being in Alberta for twelve months to join AHCIP. What this question will give permission to the Government of Alberta to do is bar immigrants from receiving supports as they navigate complex immigration systems under a new, expansive bureaucracy created by this government.
This policy benefits no one, introduces new red tape and is hostile to a growing, expanding economy. Vote no.

Q4. Charging fees for healthcare and education.
Assuming that all Canadian citizens and permanent residents continue to qualify for public health care and education as they do now, do you support the Government of Alberta charging a reasonable fee or premium to individuals with a non-permanent immigration status living in Alberta for their and their family’s use of the health care and education systems?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. This policy position would have fees charged for use of our healthcare system and education: creating barriers for access for a population that is already on the margins.
Not only will this policy introduce new bureaucracy, in creating immigration-status questions at every point of entry in our healthcare and education system, it will delay and disturb access to critical services in emergencies and for the education of the youth in our province. Vote no.

Q5. Make it harder for seniors, students and your neighbours to vote.
Do you support the Government of Alberta introducing a law requiring individuals to provide proof of citizenship, such as a passport, birth certificate or citizenship card, to vote in an Alberta provincial election?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. This would bar the practice of vouching, use of utility bills, gun permits and otherwise from allowing citizens to vote in municipal and provincial elections, making it just that much harder to vote in our electoral process. This will push seniors, students and our neighbours out of the electoral process, when we need to hear from them just as much as others in our democracy.
We need more people to participate in our elections. This question should be sent to the recycling bin. Vote no.

Q6. Adding red tape and patronage to judicial appointments.
Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to have provincial governments, and not the federal government, select the justices appointed to provincial King’s Bench and Appeal courts?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. There is a non-partisan, committee-structure that supports the appointments of judges to preserve judicial independence.
This proposition aims to erase that fundamental tradition, born out of a 1,000 year history of common law and jurisprudence that we have inherited from the nations that helped found Canada. It is a politicization of our judicial system and introduces new red tape and patronage to our justice system. Vote no.

Q7. Bringing Back a Partisan Senate
Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to abolish the unelected federal Senate?
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party.
Over the last ten years, our senate has been transformed. Gone are the days of partisan appointments: instead, a non-partisan committee reviews and shares with the Prime Minister high quality picks for representatives to join our senate. Great Albertans like award-winning journalist Paul Simons; former Banff mayor Karen Sorensen; noted academic Dr. Kristopher Wells; civic leader and convener of conversations on reconciliation and resilience Patti LaBoucane-Benson; advocate for the arts, Calgary Stampede and Calgary business Daryl Fridhandler, all speak to issues of national importance with an Albertan perspective in a functional and empowered senate free of base partisanship.
Reject thirty years of grievance politics. Vote no.

Q8. Ending Federal Programs in Alberta
“Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to allow provinces to opt out of federal programs that intrude on provincial jurisdiction such as health care, education and social services, without a province losing any of the associated federal funding for use in its social programs?”
❌ Recommendation: Vote No.
This is a question proposed by Premier Danielle Smith and the United Conservative Party. This question will make it harder for municipalities, local businesses and community organizations from receiving federal dollars through grants and federal awards. Vote no.

Q9. Veto on Federal Government Legislation
Do you support the Government of Alberta working with the governments of other willing provinces to amend the Canadian Constitution to better protect provincial rights from federal interference by giving a province’s laws dealing with provincial or shared areas of constitutional jurisdiction priority over federal laws when the province’s laws and federal laws conflict?
❌ Recommendation: Vote No.

Q10. Halting coal exploration and mining activities in the Eastern Slopes of the Canadian Rockies.
The Government of Alberta shall prohibit through legislation all coal exploration and mining activities within the Eastern Slopes of Alberta’s Rocky Mountains, other than mines that are in actual production as of January 1, 2026.
✅ Recommendation: Vote Yes.
This is a question proposed by Artist Corb Lund and the Water Not Coal Campaign and is in the process of collecting signatures. Mr. Lund and his team highlight that open-pit coal mining in the Rockies puts selenium into our rivers, dust into our air, and a known carcinogen into the watershed our farms, towns and cities depend on. Successive governments have promised “no new coal” — and quietly walked it back. Consider voting Yes.
